WCC Considers Taking Charge of Holywell, Thorndale, Sillan & Others

icklow County Council is looking to take a number of housing estates in charge, including some in Greystones, Kilcoole, Bray, Wicklow and Arklow.

As part of the plan, selected roads would be declared public roads.

The recently published notice explains their consideration in making an order under Section 11 of the Roads Act 1993 and Section 180 of the Planning and Development Act 2000 (as amended).

The 13 housing estates included are Holywell, Holywell Crescent and Holywell Grove, Kilcoole; Sillan, Greystones; Thorndale, Delgany; Meadow and The Meadows, Wicklow; Oak Springs and Wood Park, Rathdrum; The Willows, Roundwood; Vartry Wood, Ashford; and Annabasky Glen, Enniskerry.

Objections or representations should be submitted no later than February 9th, 2026.
